RKB 'badge'...opinions...

A friend has lent this to get some opinions/thoughts on what this is, is it original, and it's use....much like the RLB Door Plaques...appears to have 2 mount holes, not completely thru the 'metal' badge, and the back is covered in gray/green uniform fabric....?

Excellent...my sentiments also, but he wanted me to check....I said the presence of screw or bolt hole mount areas surely wouldn't be added to a uniform, but some folks think otherwise....having the backing material not trimmed until application didn't wash with him either, so......any idea of value..?
