Gau Bayer. Ostmark (table medal)

I recently picked this Gau Bayer. Ostmark table medal from the granddaughter of a vet. This is my first one and have never seen one before. It only has half the case, as the bottom section is missing. The medal itself is in excellent condition. No chips or cracks in the porcelain and the gold is bright.

Does anyone have any knowledge on these items? Who would have been awarded this? Also, is anyone willing to share their thoughts on rarity and value? (I haven't seen any of these with dealers)
