The pictures are not very good and I'm not an expert but to me it is a police eagle. Original police cap eagles are usually hollow stamped with clips on the back. This one is solid so if it as large as a cap eagle its most likely a reproduction but if it is small it could be a lapel pin with a broken pin or even a ribbon bar miniature with broken clips. Personally I would pass...

The one your showed is a reproduction as it doesn't have good details. I believe that some were made in solid as were some Landwacht eagles. However the one you should looks bad. I have a couple of these for sale and in a much better condition. PM me.
