Obviously it isn´t german, for design, motiv and manufacture, and I think it isn´t a item related with the Third Reich. Motivs similar to the svastika have been worn all around the world and specially in Europe from the Prehistoric times. In my country, in instance there is a party using a svastika with rounded arms still today, and they aren´t a neonazi group.
