This tinnie made by Lauer for a 1939 SA Day does not display a Swastika.

Is this unusual?

Not unusual at all. In fact you will find lots of SA tinnies that don't display a swaz. Most either refer to an SA event or have the SA symbol on them even though the swas is absent. This looks like a nice original. No need for concern.
