Has Anyone Ever Seen One of These?

Hi All,
Just picked this one up. Has anyone ever seen one of these?
This is the first one I've ever come across. Couldn't find it in Tieste's book.
Looks to be solid aluminum construction but feels heavier than plain aluminum, perhaps alloyed with another metal? Most aluminum tinnies are pretty lightweight, this one's heavy. Can anyone elaborate on its significance?
Any and all comments would be welcomed.

Looks to me as if it's a commemoration for the centenary anniversary of a school located in Pirmasens.
