Assistance Identifying this Badge

I was wondering if anyone can identify the specific organization that used this badge. I don't collect political items, but I picked this badge up because ground dug examples have surfaced at German positions. It reminds me of a unit cap badge but I can't find any unit that it correlates with. I have found similar badges on a few sites but the descriptions are generic. Anyway I would appreciate any assistance.

One of three very common Winterhilfwerk Tag der Wehrmacht badges issued the 28 and 29th. of March 1942 on behalf of the military organisations of the NSKOV, NSRKB, DRK and RTB.
