what is it? I cannot find anything like it on the net after weeks of trying. missing the clip. measures about 21mm H x 16mm W.

Hello,
At first I thought that it was possibly an early DLV or RLB insignia. I took notice of the angled ends of the swastika arms, which I find very unusual. (On just about every insignia the swastika arms are squared.)
I then paged through the F.W. Assmann & Söhne of Lüdenscheid sales catalog and found the exact insignia. It is item #20640 in their catalog and the page it is on is marked NSDAP-Abzeichen. So it is definitely an early 1933-34 party eagle as Lubo says. It is obviously pre-RZM. The small size dictates that this insignia would have been worn by NSDAP members on either the tie or lapel. This insignia would be available with either a long vertical stickpin or with a horizontal "tinnie-type" safety pin. Yours appears to have been set up for the latter.

Just for the 'halibut', I typed "Assmann catalog number 20640" into my browser and found a web page with some more info. It shows a nice example of your insignia, but with a stickpin configuration.
