License plate badge??

I picked this up last month and had no clue as to what it was for. Then I saw a WWII German license plate for sale on E-stand and notice a badge similar to this one on the license plate. Can anyone tell me if that is what this badge was for? The hole is in the same place as the one on the license and it is 1 5/8" round. Any ideas??? Thanks, Mike

It's a Licence Authorization tag issued by the locality named on the tag. You can find one for sale at "The Collectors Guild"
