Lapel pin / coin thing??

Obviously, this has something to do with the 11/12/1933 Plebiscite. What exactly it is, I'm unclear on. (I found it exactly as pictured.)

Is it just a cheap lapel pin that just happens to fit a 1 Mark coin, some sort of pro-Hitler coin cozy, or something else entirely?
