Pin Wehrmacht eagle for what ??

Wondering what organization used that pin ?? looks like a typically wehrmacht eagle. Any help welcome.

This is the "Zivilabzeichen für Soldaten und Beamten" worn on civilian clothes. The pin for "Angeställte" (civilian workers) had a wreath around an eagle with horizontal wings.
