Help With a Student Item.

Hey guys. This came with a large box of other items. Can anyone tell me more about this. I have narrowed it down to some sort of student sash. It is 41" long and has button holes in either end and the bullion lettering is well to the right side of the sash. Thank you in advance for your help.
