1938 Civil Marksmanship Badge?

Does anyone know what type of shooting event this badge represented? I have been asked to help identify it, but it is not like anything I'm familiar with.

Any information would be appreciated.

The building on top is the Kyffhäuser Denkmal in Bad Frankenhausen.
