Looking at the currently available evidence Torsten I would say yes. All of those I have seen are pre-RZM and have very low award serial numbers so there looks to have been a period early on where these hollow badges were awarded before the manufacturers moved (or were told to move) to the solid version.
I have a project running over on the HJ forum to map serial numbers to years and there is a silver achievement badge listed (serial number 4453) which was awarded in May 1936. I have a pre-RZM Deschler silver achievement badge awarded not long after that one (serial number 5024) but mine is solid so there is a strong suggestion there that the hollow-backs had been phased out (or stocks used up) by, say, mid 1936.
What I'm missing currently is an unequivocal mention of the hollowbacks in a period publication so the search is still on for that. Obviously finding that would be the clincher but as I say, I feel that the hollowbacks are legitimate, pre-RZM badges. The one in the first post above looks terribly new though...
