Unknown gold eagle badges - no Swastika

These came with a lot of other WWII German items, but I just cannot figure what they are. The size and the prongs make them appear to be cap badges. The style of eagle is close to what I can find for social welfare and sport badges, but they don't match anything I've found yet.

Thanks so much! I followed your tip and found it is the St John's Eagle, also known as the Francoist Eagle adopted during the Spanish Civil War. Now I just need to figure out what they were used for.
