            indeed a sports badge. TUS in German stands for "Turn- und Sportverein". TUS Kevelaer was founded in 1890. Fritz Wirriger is mentioned in the book "Kevelaerer Persönlichkeiten 2". He was a teacher and sportsman. i think TUS Kevelaer nowadays is called KSV Kevelaer.

                It looks like it could be the centerpiece for a leader's collar chain modeled after the type worn by mayors of towns. It's a pretty neat piece!
