Yes this is a fake...Just look at the eagles head. It doesnt match any original out there.

Also that is not the correct box for that award (if it was a real Gausieger badge) if I remember correctly Kreissieger badges came in a red box & Gausieger badges came in a blue box both of which were 2 piece cardboard boxes not with a hinged lid like this one is pictured in.

There's a dedicated Hitler Youth forum HERE with stacks of detailed information on the competition and the badges. Even if this badge was perfect in every detail that year would give it away straight away to those who know a little about the competition. No one should be getting caught out with these fakes any more.
