2 Enamel Stickpins for ID if possible

Gents and ladies too I picked these up on a whim as they are nicely made. Would anyone be able to ID them for me? According to the seller, the black one is an organization for expelled people. It has the silver 9 hundred something number on it. Take a look and tell me what you think if you would be so kind. Thanks alot. Robert
