Two City tinnies, TR or later/earlier?

Tinnies being general term, neither one is tin!. The Graz one is SOME sort of plastic-type material. The other one has a cloth insert in the tin.

Any idea of the age? I'd hate to toss them in a "useless" pile in case they are TR era.

The one on the left is a VDA related tinnie and the one on the right is RSS from the KWHW.
