Identification of Tinnie with Rooster

Can anyone tell me what this tinnie is all about? As you can see, A rooster stands on a spiked helmet and behind it is a swastika and sunrise. It appears to be an early tinnie and I would like to know what event or organisation it represented.

It's French. A patriotic bdge of some sort related to the defeat of Germany in WW1 & WW2
