The holder of NSDAP membership and GPB number 80995 was an SS officer named Edgar Moog who lived in Gau Hessen-Nassau. Hope this is helpful to you.

As you probably know, the last published edition of the SS-Dienstalterslisten that included all officer's ranks was that of 1 December 1938; the later editions basically concentrated on the higher ranks because of the greatly-increased number of men serving in all SS branches. Edgar Moog is listed in the 1936, '37 and '38 editions, always at the lowest officer's rank. It may be that his age of 45 years held him back regarding promotions since many SS officers moved quickly upward through the ranks, though the lists don't show such detail. Moog was born on October 2, 1893 and he was a veteran of WWI during which he won the Iron Cross II Class and the Wound Badge in Black, and he received the Hindenburg Cross. Moog joined the NSDAP on April 1, 1928 and he was serving in the 19. Standarte when he was promoted to SS-Untersturmführer on April 20, 1936. The following year found him serving in Stammabteilung Bezirk 2, where he continued to serve at least through the following year -- the final year of his listing -- though he did not rise further in rank by the end of 1938. In 1938 he held the SS Ring and the Sport Badge in Bronze, and he was a member of the Lebensborn Program.

Further research provides that the Stammabteilungen were supplementary reserve units of the Allgemeine SS. Their personnel consisted of SS men who were over the age of 45 or whose physical condition or occupation precluded them from serving as fully active members of the Allgemeine SS. (For example active members of the Ordnungspolizei who were accepted into the SS were usually assigned to a Stammabteilung.) Given that you have discovered that Moog was a writer by profession, and considering his age, it may be that he was taken into a propaganda department for the SS and that justified his reserve status.

I hope these notes are helpful; it was fun to do this research!

Moog was probably only a donor to the Lebensborn organization which was required of all SS Officers.

Thanks for that note, Erich. I had noticed that not all those listed in the DALs had the Lebensborn symbol next to their names, but I had never taken that any further. The Lebensborn symbol only appears in the 1937 and 1938 editions -- nothing earlier and nothing later. Since you point out that all SS members were required to be donors to the program, and Moog in particular was listed with the Lebensborn symbol, that must mean that the requirement came into full force at some point after 1938, but before 1942 when the symbol was eliminated from the rank lists. Thanks again for pointing that out.
