Yes, this looks like a factory employee's entrance badge or related personal ID. Today we carry ID cards with chips in them hanging around our necks or attached to our belts in order to gain entrance to our office buildings and places of business, and this was a version of today's employee badges. Yes, the Stenographen Bund logo appears to be different than the one on the badge below. A good guess, though; I had forgotten what they looked like!
