Tinnie Help Please

Just got this tinnie in and can`t seem to find out any info on it. Has anyone seen this one and if so, what might it be for? Thanks!!!

The tinnie should be related with the town WESEL and with the Schill-Kaserne which is still today working.

The soldier on the tinnie is dresed in an uniform of the age of Ferdinand von Schill (1776 - 1809);
