Can you read the writing on the ribbon at the bottom. This pin ..might not be what you think...might be elbing or today elblag polands crest. Im sure if you can read the writing, andthen google it, it may prove to be valueable in your quest. http://www.925-1000.com/Fgerman_marks_b1884_2.html

I have introduced the brooch at the Danzig-Forum which is a forum just for Danzig related things. They have a specialist for medals and jewelry who has identified it as a non-military but 100% Danzig brooch made of 800 silver. Maker is the famous jeweler "Moritz Stumpf und Sohn".
