Hello...From the cog it looks like DAF but the wheat sheaves indicate maybe an RAD connection. From the "Treffen Inspektion Gladbeck 1937" I would guess a meeting and inspection of the local detachment (4)? The inscription at the top is "German people, help yourselves".

As good a reference as Tieste is sometimes you wish there was more of an explanation what a particular tinne was for because it's not always obvious.

I think curt makes a good point with reference to the Cog wheel and the wheat. Perhaps it was a joint inspection for this event number 4.
