This is the lapel version of the 1944 Meisterschütze badge for the Tiroler Landesschießen.
They are an achievement badge rather than an award in the sense that a minimum score in three different events had to achieved to obtain one. One the Gold with Oakleaves badge had been attained for Pistole, KK-Gewehr & Wehrmann, then the recipient was entitled to one of these.
