Odd Find... What Is This?

A friend found this odd piece at a flea market for 25 cents. Only problem is I have no idea what it is. My best guess was it might be some rail road police token, but I have no idea.

Anybody here know what it is and what value it might have? Thanks.

Not so fast. It is a poor fake ID disc. 25 cents may be a little high for this one!

they did make some real nice fakes, you better know what your looking at

For 25 cents, it was still a good deal. Even the fakes cost more than that!
