i am at a loss of what this actually is the wording is reichsfinanzver maltung zollgrenzschuiz ( i think thats correct for the z as that is the nearest letter it looks like) eagle below lettering in center and the number 25538 in black on raised back.at the edges there are four sets of two holes looks like it was pinned to something and been removed.

That's Reichsfinanzverwaltung Zollgrenzschutz, indicating the Finance Administration of the Customs Service. It's likely that the metal emblem was sewn to an armband.

the zollgrenzschutz (customs border security) was part of the ministry of finance. this shield was worn by staff, when the did their job without uniform and later for support staff, as they were not allowed to wear an uniform.
would it be possible to get a photo of this shield?
