Help with identity of political organization button

I'm trying to ID this button. It came with a set of HJ stuff from one individual. It also included a triangular cloth badge with the name of the individuals city, a shoulder strap and a sleeve patch with a red cirle and rune. The button was inserted int othe buttonhole of the shoulder strap but it struck me as not looking HJ. I think it is a political leaders button but would appreciate receiving input from members more knowledgable about political organizations. Reverse of button is stamped Extra Fein with an RZM stamp and M5/249. Any help greatly appreciated.
