        Von,
WHW (WinterHilfsWerks) was a social welfare organization that sold items like this shield which is one out of a set of seven Germanic shields and multitude of other items to raise money to buy food and clothing for the poor. If you look at thread dealing with WHW tinnies you can see many of these pieces.

Thanks James for expanding on my shorthand. There were thousands (maybe 10s of thousands) of different kinds of WHW donation badges sold on street corners to raise money for the poor (and later troops).

Germanic archeology was one favourite topic (like yours, which has an approximate date on the back), plus German fairy tales, seasonal decorations, traditional costumes, agricultural themes, children's toys, propaganda booklets - the list was endless. You could collect for several lifetimes and never get them all.

And before you ask, this one is probably worth $5 to $12.
