Looks like a locally produced swimming club pin.

There's a French athletic organization, Federation Sportive et Gymique du Travail (FSGT) that was actually a workers' sports club. However, I don't know anything about its affiliation to the German occupation. It may have gone fascist and adopted the swastika.

It may have also used the swastika as its logo at some point totally unrelated to the Third Reich.
