It looks like a HJ Proficiencey Badge to me, don't know if it's good or not, but RFS stands for "ReichsF******252;hrerSchule", and the badge was awarded to the graduates for wear on the Khaki Uniform and tan-colored shirt. Also compare Plate 42, Badge 1 in Badges and Insignia of the third Reich by Brian Leigh Davis.
