The left one was common to various civil authorities, like Post, Forestry, Fire and even the SA briefly in 1936.
The right one is a post 1938 SA kepi eagle. If gold, this pattern would be an NSDAP official's cap eagle.
The centre one I'm not sure - maybe early Wehrmacht, or again various civil authorities.
