Question on an enamel pinback.....

This pinback came with some vintage stickpins. I found it in Husken's book on page 103 #8209a. It is listed as a Schwabischer Albverein 25 tr pin back. My question is this pinback look new--the back looks new and the pin attachment looks wrong. A copy---or is this pinback still being given out??? Any ideas?? Thanks, Mike
