In my opinion they are just the zinc painted version, just like with the party pins. I don't like the one on the HJ knife. I think they were never used on the knives. But the HJ memberschip pin has the same characteristics (the way of fixing the safety pin etc...) wich are find ont the zinc painted party pin.
I think it's just a very good survived original piece.

Nothing wrong in the membership badge. The knive is a different story. I never had seen this kind of badge in a HJ knive. Be carefull.
