I had the occasion to see a large enamelled badge for Red Cross Water Rescue. It was serial numbered, on the reverse. Is this a legimate badge or another fantasy item?

Yes, this is the same type badge. I saw one in a shop and could not convince myself ofr it's originality or even it's purpose of existance.
