Hi,
this is not a HJ Ausweis(Identity Card), its from the Deutsche Jugend Herbergsverband (Youth Hostel). The Boys and Girls stay there in the hollidays. Many Members came from the "Falken" Youth Organisation of the SPD (Social Democracy), and non political Youth Organisation like the Pfadfinder. There were in Opossion to the NSDAP.
