Look at the reverse of the hat eagle and see if it's RZMed marked like this one of mine if so then I would say it is a political hat eagle.

Hello, the penny is an interesting souvenir. I would guess it was made during the war. I don't know who would have worn it. The eagle looks to me like it might be a reproduction. A photo of the back would be helpful. I am not an expert but I have only seen that type of patina (surface appearance) on reproductions.

based on the info and other picture here...i think you are right about the repro...i do not see any manufac. mark anywhere either... oh well, i'm new...it happens.....thanks for your help everyone. i'm happy with my penny though

The eagle is a cast repro - good looking from the front though. The thin pins are also a giveway.
