Political Cap Eagle - But What Kind?

I am not familiar with this cap eagle I have here. It is left facing and has upswept wings so I assumed political. Looks complete, unmarked with two prongs. Came with the other eagle that is RZM marked but missing the prongs.

Was going to put on estand later, but not sure how to list.
