Party badge on steriods?

I don't know if this the right forum or not for this, but here goes. I got this metal, vaulted badge/plaque 7-8 years ago. The seller said he thought it was connected to the Saar region. Has anyone seen one before, and have any idea what it is worth? Thanks.
