Identification please.

I have had this badge so long I can't even remember when or where I got it for sure. I would appreciate any information you may be able to give about it. Although it appears that there may be some maker marks on the back lip, I cannot make them out with a macro shot or a loupe. I likely either got it out of a misc. junk box at one of the flea markets in Germany, or from a vet back here........but have no more of an idea.

Tried again to get a shot of the stuff on the back.........still won't come out. Does anyone know anything about this badge?
