Winterhilfsschiessen Pin --- What is it?

Hi Guys, I just got this pin. It says on it Winterhilfsschiessen 1935-36. Has anyone seen one of these before and what organisation would have issued it? Is it something to do with the Winterhilfswerk? Cheers, Torsten.
