Need help enamel pin

I picked this nice enamel lapel pin up yesterday at a show. I am not sure of what is represents but I know someone can help me. Please let post the answer.

Never seen one of these before. Haven't a clue what it might be. Looks pretty well beat up/worn. Rather poor quality pebbleing [however it's spelled] under the red. I'll keep an eye of this thread, I'd like to see if any other forum members can ID this one.

I could be completely off base,and I will have to do a little searching to remember where I read about this badge, but I do believe that badge is the first version members badge for the Aircraft reporting service. If not hopefully some more knowledgable member will supply the correct info.
