Hallo, I don't say it well in english : "Nacht Orientierungs Fahrt im Teutoburger Wald in d.(er, dem, den?) Senne; NSKK Motorgruppe Westfalen 7 und 8 Mai 1938", night orientation rallye in Teutoburger forest on the Senne ( a river?).
This is not an uncommun thing while the NSKK organised rallyes until 1933.
    Cheers

The statue is of Hermann (or Arminius) who was the German General who caused the slaughter of 3 Roman legions in the Teutoburgerwald.

          Howdy,

Its a plaque that is mounted to a car (often over the grill) to signify that the vehicle participated in that particular road rally. Some of them are really pretty being made of enamel and very high quality. Others are awards for winning or placing in those races.

          Cheers, Bill Huber
