It is listed in Heering and Hüsken's book but with no information as to what organization it is representing, as I have only their older edition maybe someone with the new book can find out more about it. They show a round badge like yours and also an oval badge with same motif.

The Heeren-Huesken 1997 edition identifies it as Riesen-Gebirgs-Verein (RGV) membership badge 1st type with a value of DM40. HH number 8206a. Cheers, Torsten.
