The top one is for the inauguration of the memorial for the fallen soldiers of WW1 at Radolfzell.

The memorial was created by the sculptor Paul Diesch based on a design by the artist Wilhelm Kollmar and officially inaugurated on 22 May 1938. The inauguration speech was held by Obersturmbannführer Heinrich Koeppen, commander of III/SS-"Germania" (which was garrisoned at Radolfzell).

The memorial still exists and is located at the Luisenplatz (called Horst-Wessel-Platz from 1933 to 1945).
