    RAD man with Kriegsmarine badge?

RAD guy wearing a badge/tinnie that looks like an anchor with two chevrons under it. What could it be?

It's actually not a Kriegsmarine badge, but one from the Hitler Youth, more precisely, the Marine-HJ: This is the Reichsseesportabzeichen [National Sea Sports Badge], level "B". (The "A" grade had one chevron, "C" had three.)

This was a cloth badge worn on the upper left arm of the MHJ uniform. (Like Kriegsmarine qualification- and career sleeve badges, it came in two versions: With blue embroidery on a white patch for wear on the white uniform and - as seen here - with red embroidery on a dark blue patch for wear on the blue uniform.)

It shouldn't be worn on an RAD uniform at all, but it was probably just loosely pinned on for this studio portrait. (Note how crooked it is.)
