      Not necessarily Tony. In the coin world there are many examples where a die may wear or fill only a small character or portion of the design. The Umlaut dots are small and therefore easily filled or worn before larger characters such as the letters are affected.

      Look at this link. You will have to scroll down to the West German 10 Pfenning coin which is the 6th coin on this webpage. You can see that due to a filled die only one line in the wheat ear is missing and the missing line is between two that are still 100% there. Right below is a Guatemala 1 Centavo where only the crossbar of the 4 is missing due to die filling.
