It seems that it is with green enamel. If yes, it can't be for a walking stick because the enamel would break. But it is surely a souvenir thing.

If it is already vaulting it is possible, as they were sold like that.
My 80 years old walking stick (its tip is styled as a bullit) has quite
some souvenir shields attached. The walking stick was used by my
father.

It has both white and green enamel. It is completely flat, no vaulting, and is too thick to bend without damaging it. It is 4” tall and 2-1/2” wide.

Then it was not intended to be used with a walking cane for sure!
Maybe it was positioned onto a car or such as a souvenir.
