Hey guys have you ever seen one of these? Am wondering what the top portion is made out of. Looks like copper or brass. The edges around the flag have a lot of black on it but not sure that's rust or maybe tarnish.

I just sold this piece on the estand. It's made of tin as I described. This item came directly from a veteran's wife and daughter. It's a very scarce item.
